China is a one-party state led by the Communist Party of China (CPC). Formal state institutions — the presidency, the Premier and the National People's Congress — operate under the direction of the Party. The Federal National Council is only partly elected and purely advisory. Real power rests with the hereditary rulers, above all Abu Dhabi and Dubai.
